"The Portable Garden"

There's an eccentric character who lives in our block. He creates unique "installations" with residents rubbish that he has scavenged. This is an example of his work, below - a portable garden. He left this "installation" outside the gate with a note, offering passer-bys to take it home with them.

Is it genius, or just plain weird? I showed the picture to Ellie at work and she said it was such a sweet idea, it almost bought a tear to her eye.
